Summary ดุษฎีนิพนธ์ฉบับนี้ มีวัตถุประสงค์ เพื่อ 1) ศึกษาวิเคราะห์องค์ประกอบคุณลักษณะด้านคุณธรรมจริยธรรมของผู้บริหารสถานศึกษา สังกัดกรุงเทพมหานคร 2) เพื่อตรวจสอบเชิงสำรวจองค์ประกอบคุณลักษณะด้านคุณธรรมจริยธรรมของผู้บริหารสถานศึกษา สังกัดกรุงเทพมหานคร 3) เสนอแนวทางการส่งเสริมคุณลักษณะด้านคุณธรรมจริยธรรมของผู้บริหารสถานศึกษา สังกัดกรุงเทพมหานคร โดยใช้ระเบียบวิธีการวิจัยแบบวิธีวิทยาการวิจัยแบบผสม (Mixed Methods Research) คือ ผสมผสานวิธีวิจัยเชิงคุณภาพ (Qualitative Research) และวิธีวิจัยเชิงปริมาณ (Quantitative Research) กลุ่มตัวอย่างที่ใช้ในการวิจัย ผู้บริหารและรองผู้บริหารสี่ฝ่าย สังกัดกรุงเทพมหานคร จำนวน 536 คน เครื่องมือที่ในการรวบรวมข้อมูล 1) แบบสัมภาษณ์ผู้ทรงคุณวุฒิ 2) แบบสอบถามความคิดเห็นที่มีต่อพฤติกรรมของตัวแปรที่เกี่ยวกับคุณลักษณะด้านคุณธรรมจริยธรรมของผู้บริหารสถานศึกษา ซึ่งดัชนีความสอดคล้องที่ค่าเฉลี่ย 0.67-1.00 มีค่าความเชื่อมั้นเท่ากับ 0.923 แบบประเมินที่ใช้รวบรวมข้อมูล ปีพุทธศักราช 2562 สถิติที่ใช้วิเคราะห์ข้อมูล ค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation : S.D.) วิเคราะห์องค์ประกอบเชิงสำรวจ (Exploratory of Initial factor analysis) และการวิเคราะห์เนื้อหา (Content Analysis) โดยใช้โปรแกรมสำเร็จรูปทางสถิติ .01 ผลการวิจัย พบว่า 1. ผลการศึกษาคุณธรรมจริยธรรมของผู้บริหารสถานศึกษา สังกัดกรุงเทพมหานคร พบว่า ผู้ตอบแบบสอบถาม ส่วนใหญ่เป็นเพศหญิง อายุส่วนใหญ่อยู่ในช่วง 41-45 ปี ระดับการศึกษาส่วนใหญ่ปริญญาโท ประการณ์ในการทำงานส่วนใหญ่ 10 ปีขึ้นไป องค์ประกอบคุณลักษณะคุณธรรมจริยธรรม พบว่า มี 4 ด้าน ได้แก่ 1) ด้านคุณธรรมจริยธรรมต่อตนเอง 2) ด้านคุณธรรมจริยธรรมต่อสังคม 3) ด้านคุณธรรมจริยธรรมต่อเพื่อนร่วมงาน 4) ด้านคุณธรรมจริยธรรมต่อองค์การ 2. ผลการตรวจสอบเชิงสำรวจองค์ประกอบคุณลักษณะด้านคุณธรรมจริยธรรม สังกัดกรุงเทพมหานคร พบว่า ด้านที่ 1) คุณธรรมจริยธรรมต่อตนเอง 12 ตัวแปร ด้านที่ 2) คุณธรรมจริยธรรมต่อสังคม 4 ตัวแปร ด้านที่ 3) คุณธรรมจริยธรรมต่อเพื่อนร่วมงาน 10 ตัวแปร ด้านที่ 4) คุณธรรมจริยธรรมต่อองค์การ 5 ตัวแปร เมื่อทำการวิเคราะห์การทดสอบกับข้อมูลเชิงประจักษ์ พบว่า ข้อความทุกองค์ประกอบมีความสัมพันธ์ในขนาดที่เหมาะสม ความสอดคล้องของโมเดลกับข้อมูลเชิงประจักษ์ มีนัยสำคัญทางสถิติ 3.
แนวทางการส่งเสริมคุณลักษณะด้านคุณธรรมจริยธรรมของผู้บริหารสถานศึกษา ประกอบด้วย 4 ด้าน 1) ด้านตนเอง ผู้บริหารฯ ต้องกำหนดนโยบายการส่งเสริมอย่างจริงจัง ในรูปของสโลแกน หรือ “สื่อสัญลักษณ์” จัดอบรมคุณธรรมจริยธรรมในสถานศึกษา ให้ความสำคัญปัญญาที่รอบรู้ตามเหตุปัจจัยรอบรู้ใน “อริยสัจสี่” และแนะนำให้ความรู้เพื่อช่วยเหลือผู้อื่นด้วยความปรารถนาดี 2) ด้านสังคม ผู้บริหารฯ จัดสรรทรัพยากรเพื่อให้เกิดกระบวนการมีส่วนร่วม กับบุคคลในองค์การ สื่อสารสัมพันธ์กับหน่วยงานภายนอกที่เกี่ยวกับงานคุณธรรมจริยธรรมจัดทำโครงการเชิงวัฒนธรรมร่วมกับทางศาสนา 3) ด้านเพื่อนร่วมงาน ผู้บริหารฯ ส่งเสริมให้สมาชิกในองค์ร่วมกันคิดร่วมกันสร้างกระบวนการคุณภาพ กำหนดคุณธรรมจริยธรรมหลักใช้ในการดำเนินชีวิตในยุคที่มีการเปลี่ยนแปลง 4) ด้านองค์การ ผู้บริหารฯ ปฏิบัติตนตามหลักกัลยาณธรรมช่วยเหลือเกื้อกูลให้ผู้อื่นมีความสุข สามารถติดต่อสื่อสารการมีส่วนร่วม เอาใจใส่ไม่ทอดธุระในคำพูดต่อการประกอบกิจกรรมต่างๆ ปฏิบัติกิจที่เป็นประโยชน์ต่อชุมชนและสังคมตามสมควรตามสถานการณ์โดยไม่หวังผลตอบแทน
This thesis intended for 1) Study, analyze and determine the elements of moral and ethical characteristics of educational institution administrators. in Bangkok 2) To examine the survey on the composition of moral and ethical characteristics of educational institution administrators in Bangkok 3) Propose guidelines to promote moral and ethical characteristics of educational institution administrators in Bangkok using mixed research methodology (Mixed Methods Research) is a combination of qualitative research methods and quantitative research methods (Quantitative Research) The samples used in the research Executives and four deputy executives in Bangkok, 536 people Tools for collecting information 1) Qualified interview form 2) An opinion questionnaire on the behavior of the variables related to moral and ethical characteristics of the school administrators. The mean consistency index of 0.67-1.00 has a confidence value of 0.923. The assessment form used to collect data, year 2019. Statistics used for data analysis, frequency (Frequency), percentage (Percentage), Standard Deviation (SD), Exploratory of Initial factor analysis, and Content Analysis using the software package. Most of the education levels are master's degrees. Most of the work experience is 10 years or more. The composition of moral and ethical attributes found that there were 4 aspects, 1) morality and ethics towards oneself 2) morality and ethics towards society 3) morality and ethics towards colleagues 4) morality and ethics towards organizations 2. The results of an exploratory examination of the composition of moral and ethical attributes in Bangkok Metropolitan Administration found that 1) Moral and ethics towards oneself, 12 variables, aspect 2) Moral and ethics towards society, 4 variables, 3) Morality and ethics towards colleagues, 10 variables, 4) Morality and ethics towards the organization, 5 variables. When analyzing the experiments with the empirical data, it was found that every component of the statement correlated at an appropriate size. Guidelines for promoting moral and ethical characteristics of educational institution administrators consist of 4 aspects 1) On their own, the executives must seriously formulate the promotion policy.
